CH: Board Meeting 7PM, 2/23/12 – The Board of Directors of Windy Hill Farms Homeowners Association (“HOA”) will meet Thursday, February 23, 2012 at 7PM at the Windy Hill Farms Clubhouse, 130 Shelby Trace, Murphy, Texas. The meeting will consider general affairs of the HOA, including maintenance of common areas and facilities, social plans, budget, investments and other financial matters. Any matter to be considered in executive session will involve information private to any homeowner, contractual and similar matters.

P&Z Meeting – PLEASE NOTE: At the January 23 P&Z meeting, the Forestar SUP (Specific Use Permit) was denied. There is a possibility it will be approved at the next City Council meeting on February 7, 2012.
A public hearing was held by the Planning and Zoning Commission on Monday, January 23, 2012 at 6:30 p.m. in the City Council Chambers at 206 N. Murphy Road, Murphy, Texas, to consider the application of Forestar (USA) Real Estate Group, Inc. They were requesting approval of a SUP (Specific Use Permit) for a Hospital Facility and Professional Offices, including helistop, on the property zoned NS (Neighborhood Service) District (Zoning Code of Ordinances, Article III. — Zoning Districts, Division 13) located at the northeast corner of FM 544 and Heritage Parkway.

Water and sewer lines contractor continues work – Murphy’s utility relocation contractor, Muniz Construction, is installing water and sewer lines in new trenches in preparation for the reconstruction of North Murphy Road and is currently starting the laying of new sections of water lines, according to Kim Lenoir, Parks and Public Works Director.
“The laying of new water lines serves basically two purposes. First, the new trenches are outside of the new road’s concrete footprint, giving us easier access to the lines when necessary, and second, new lines essentially restart the clock on their longevity, providing us with pipes enjoying a longer lifespan,” she said.
The new water lines are on the east side of FM 2551 from McMillen Road north to Betsy Lane and from McMillen Road south to City Hall. The work can be completed for most of that stretch.
Contractor crews have been asked to work closely with the City and the Plano ISD when the work includes any open-cutting across school district driveways. These driveways are to be open-cut during the upcoming holiday break, in order to minimize disruptions of access to and from the schools.
“Public Works has a 24-hour hotline service. Homeowners should contact the Police Department at (972) 468-4200 after hours, weekends and holidays for any construction issues affecting homes or businesses along North Murphy Road,” concluded Lenoir.
Murphy Enhances Citizen Service – Murphy recently implemented services with WebQA, Inc. to enhance their citizen service capability. The Woodridge, Illinois based company is the number one provider of Customer Relationship Management (CRM) and 311 systems to municipalities, servicing over 30 million citizens nationwide with their government platform, the GovQA Action Center. CodeRed Alert System – The City of Murphy has contracted with Emergency Communications Network to license its CodeRED high-speed notification solution. The CodeRED system provides Murphy officials the ability to quickly deliver messages to targeted areas or the entire city. The city intends to utilize the system to deliver various kinds of messages including severe weather alerts, crime related information, and community events information. Water Billing and Alarm Permit Procedure Information
ALARM PERMIT PROCEDURE CHANGE
As of August 1, 2009, for your convenience, the City is making it possible for you to pay both your Alarm Permit and Water at the same time. Once per year on your Alarm Permit Renewal Date a charge will appear on your Utility Statement. You may send payment for both items directly to the City, or make your payment in person to the Customer Service Department in City Hall. INTRODUCING PAPERLESS ELECTRONIC BILLING
The Customer Service Department is excited to be introducing to our Customers the option to go completely paperless by electronic billing if they so choose. The Department will now have the capability to email your regular monthly utility statements, utility late reminder notices, along with service disconnection notices if failure to pay your regular billing statement occurs.
